SR-IOV must be enabled on virtual switch

* Single Root I/O Virtualization (SR-IOV) is a standard introduced by the PCI-SIG that owns
and manages PCI specifications as open industry standards.
SR-IOV enables network traffic to bypass the software switch layer of the Hyper-V
Virtualization stack to reduce the I/O overhead in this layer. It allows an SR-IOV virtual function
of a physical network adapter to be assigned directly to a virtual machine to increase network
throughput by reducing latency. Host CPU overhead also get reduced for processing network
traffic.
